This study examined the introduction process of the national core infrastructure operated by the Disaster Safety Act and the revision process of laws and regulations. And I looked at what discussions have been conducted in the process. In addition, the process of establishing a national core infrastructure system through the revision of the law in 2019 was examined. Where designated as a national core infrastructure, a protection plan shall be established. And each protection plan should be established in accordance with the guidelines for establishing a protection plan by the Ministry of the Interior and safety. In the case of cultural properties, it is necessary to establish a protection plan suitable for the characteristics of cultural properties because the core infrastructure and characteristics of other fields are different. In the future, a plan was devised to ensure that the national core infrastructure in the world’s only cultural property field could be operated more firmly.
