Abstract

In this study, the current status of disaster response was investigated, focusing on modern architecture, which is gaining increasing interest and utilization among architectural heritage located in downtown areas. The target site is an urban space in terms of units composed of modern architecture. It is a non-designated cultural heritage that has great historical, cultural and architectural value, and conservation efforts have been continuously conducted, but it does not receive institutional protection measures. The main structure is a wooden structure, and there is a high risk of loss in disasters such as fire, and there is a lack of disaster prevention measures. Therefore, the structural and non-structural conditions are investigated, and the establishment of a disaster response system and the need for social participation are proposed.

본 연구에서는 도심지에 위치하고 있는 면(面)단위에 건축유산 중 지역사회의 관심과 활용도가 높아지고 있는 근대건축을 중심으로 재난대응 현황에 대하여 조사하였다. 대상지는 대전 소제동 철도관사촌과 목척시장, 중앙시장 피난민촌의 건축군으로 조성되어 있는 면(면)단위 도시공간이다. 대상지의 특징은 역사와 문화적, 건축적 가치에 대한 평가와 보존 노력이 지속적으로 진행되어 왔지만, 현재 제도적 보호조치를 받지 못하는 비지정 문화유산이며, 집합적 건축군으로서 보존에 의미가 있지만 주요구조부가 목구조로 형성되어 있어 화재와 같은 재난에 소실 우려가 크고, 방재대책도 부족한 실정이다. 따라서 각 대상지의 배치 및 건축적 특징 등 구조적･비구조적 상태를 조사하고, 재난에 대한 대응체계 구축과 사회적 참여의 필요성에 대한 제언과 도시 안에 역사문화환경을 보존하기 위해서는 효과적인 방재시스템구축 지역사회의 거버넌 구축 등 재난에 대한 지역의 방재역량을 강화의 필요성을 제시하고자 한다.
