Abstract
Since disasters have different occurrence characteristics and damage patterns by type, the types of disaster management resources and standards for stockpiling and mobilization of cultural properties are also required. However, it is practically difficult to stockpile all resources due to the wide variety of disaster management resources and the large quantity required. For this reason, it is difficult to stockpile and utilize cultural heritage disaster management resources for all types of disasters. Therefore, it is necessary to stockpile optimal resources for disasters with a high probability of occurrence. In addition, plans should be established to efficiently operate and manage disaster resources. In this study, we analyzed the types of cultural heritage disasters that require priority management through disaster cases and causes of damage to cultural heritage. In addition, four types of natural disasters and four types of social disasters were selected. Based on this, the results of risk assessment by natural and social disaster types were derived, and the types of cultural heritage disasters that require priority management were selected for each of 228 local governments. With the types of disasters that are highly likely to occur by local governments, it is expected to be used to establish policies for efficient stockpiling and management of disaster resources of cultural heritage in the future.
재난은 유형별 발생 특성과 피해패턴이 다르기 때문에 문화재 재난관리자원의 종류와 비축 및 동원 기준도 별도의 기준이 필요하다. 하지만 필요한 재난관리자원은 종류가 너무 다양하고, 필요 수량도 많아 모든 자원을 비축하는 것은 현실적으로 어렵다. 따라서 발생 가능성이 높은 재난유형을 중심으로 최적 자원 비축을 통한 효율적인 재난자원 운영 및 관리체계 마련이 필요하다. 본 연구에서는 과거 재난 사례와 문화재 피해원인 등을 통해 지역별 중점관리가 필요한 문화재 재난유형을 분석을 통해 자연재난은 4종, 사회재난은 4종 재난유형을 분석하였다. 이를 바탕으로 위험성 평가(RA) 기법 적용을 통해 지자체별로 중점관리가 필요한 문화재 재난유형을 선정하였다. 지자체별 발생 가능성이 높은 재난 유형을 제시함으로써 향후 문화재 재난자원의 효율적인 비축 및 관리계획 수립에 활용할 수 있을 것으로 기대된다.
