Abstract
Home networks in residential buildings are shifting from simple control networks centred on wall pads and home gateways toward AIoT-based infrastructure that integrates environmental, occupancy and safety sensors, wireless access devices, edge computing units and cloud platforms. The current Korean public notice on the installation and technical standards of intelligent home network facilities, however, presumes conventional remote control, metering and detection equipment, and therefore does not adequately regulate the installation environment of AIoT devices, which are characterised by continuous power supply, high device density, wireless connectivity and concealed installation. This study reviews the existing articles from the perspective of AIoT adaptation and identifies regulatory gaps in seven areas: scope of application, mandatory facilities, installation space, communication performance, product certification, maintenance and security. The proposed revision limits the scope to fixed AIoT devices, prescribes communication and thermal management as required performance rather than as mandatory equipment, and applies ventilation, cooling, temperature monitoring and automatic shutdown only where passive heat dissipation of the device itself cannot maintain the rated temperature. The study further proposes a pre-completion system-level verification procedure that is distinct from product certification, local autonomy and manual operation of safety functions during external network failure, and a life-cycle maintenance scheme based on device registers, firmware, temperature and communication records. It is argued that combining performance-based principles in the notice with updatable test guidelines is preferable to fixing specific temperature or signal strength values in the notice itself.
주택(문화재) 내 홈네트워크는 월패드와 홈게이트웨이를 중심으로 한 제어망에서 환경·재실·안전센서, 무선 접속장치, 에지 연산장치와 클라우드 플랫폼이 결합된 AIoT 기반시설로 변화하고 있다. 그러나 현행 「지능형 홈네트워크 설비 설치 및 기술기준」은 전통적인 원격제어·검침·감지 설비를 전제로 구성되어 있어, 상시전원·고밀도·무선연결·매립설치를 특징으로 하는 AIoT 장치의 설치환경을 충분히 규율하지 못한다. 본 연구는 현행 고시의 조문을 AIoT 환경 대응 관점에서 검토하여 적용범위, 필수설비, 설치공간, 통신성능, 기기인증, 유지관리, 보안의 일곱 영역에서 규정 공백을 도출하고, 이에 대응하는 조문별 개정 방향을 제시하였다. 검토 결과, 개정의 핵심은 고정형 AIoT 장치로 적용범위를 명확히 한정하고, 통신과 열관리를 특정 설비의 설치의무가 아닌 요구성능으로 규정하며, 장치 자체의 수동 방열로 정격온도가 유지되지 않는 경우에 한하여 환기·냉각·온도감시·자동차단을 적용하는 조건부·성능기반 구조를 취하는 데 있다. 아울러 제품 단품의 인증과 별개로 최종 마감·함체 상태에서의 시스템 성능을 준공 전에 확인하는 절차, 외부망 장애 시 안전기능의 로컬 자립과 수동조작, 장치대장·펌웨어·온도·통신이력에 기반한 생애주기 유지관리 체계를 제안하였다. 본 연구는 특정 온도나 수신세기 값을 고시 본문에 고정하기보다 성능기반 원칙과 갱신 가능한 시험지침을 결합하는 규제설계가 기술변화 대응과 규제비용 측면에서 유리함을 논의하였다.
