To overcome the limitations of existing post-disaster recovery-oriented plans in the face of intensifying climate change, this study proposes a preemptive climate crisis risk assessment methodology that integrates the intrinsic properties of national heritage with resilience. To develop this methodology, we analyzed the climate crisis response plans of the National Heritage Administration and the risk assessment models of the National Research Institute of Cultural Heritage, alongside international best practices such as the EU’s STRENCH, Scotland’s Climate Vulnerability Index (CVI), and ICCROM’s ABC method. In particular, we established a risk assessment framework by incorporating the disaster prevention infrastructure resilience of local governments and the socio-economic impacts of heritage loss as key variables. This research is expected to serve as a vital foundation for local government budgeting and the formulation of specialized disaster prevention ordinances for national heritage.
