Abstract
National heritage disaster prevention policy has advanced information-based response through CCTV, fire detectors, IoT sensors, integrated disaster information systems, and disaster safety situation rooms. For these facilities and organizations to function as actual response capacity, information collected at national heritage sites in mountainous areas must reach the situation room, and the situation room’s decisions and response instructions must in turn reach the field. This study examined how end-to-end disaster information delivery is regulated in national heritage statutes, enforcement decrees, administrative rules, publicly available performance-management documents, relevant published studies, and forest-disaster legislation. The analyzed public documents provide for information systems, situation-management organizations, multiple delivery channels, and network-failure management principles. However, no explicit criterion was identified within the scope of those documents for testing and determining whether information reaches its destination between the field and the situation room within the required time. A comparison with forest-disaster legislation showed that the Korea Heritage Service is designated as both a forest-disaster prevention related agency and a wildfire suppression agency and is required to maintain radio communication and other contact systems, but no explicit basis was identified for its use of the dedicated forest radio communication network. Unlike the provisions for static documents such as plans and risk maps, no explicit basis was identified for including the Korea Heritage Service in real-time situation-information delivery systems. In addition, national heritage is designated as a protection target immediately following human life, but no corresponding measure was identified in the stage-by-stage action items. This study conceptualizes this gap as disaster information delivery availability, proposes eight assessment items for end-to-end information delivery, and suggests incorporating them into existing procedures, including the annual review of disaster response manuals and wildfire-response analysis and evaluation.
국가유산 방재정책은 CCTV, 화재감지기, IoT 센서, 방재정보 통합시스템 및 재난안전상황실을 중심으로 정보화를 추진해 왔다. 그러나 이러한 시설과 조직이 실질적 대응능력으로 기능하려면 산지 국가유산 현장에서 수집된 정보가 상황실에 도달하고, 상황실의 판단과 대응지시가 다시 현장에 도달해야 한다. 본 연구는 국가유산 관련 법률·시행령·행정규칙과 공개 성과관리 자료, 관련 선행연구 및 산림재난 법령을 대상으로 재난정보의 종단 간 전달이 어떻게 규율되는지를 분석하였다. 분석 결과, 국가유산 방재제도에는 정보시스템, 상황관리 조직, 복수의 전달수단 및 장애관리 원칙이 규정되어 있으나, 본 연구가 검토한 공개자료에서는 현장과 상황실 사이의 정보가 요구시간 내 도달했는지를 시험하고 판정하는 명시적 기준을 확인하지 못하였다. 산림재난 법령과 비교한 결과, 국가유산청은 산림재난방지 유관기관이자 산불진화기관으로서 무선통신 등 연락체계를 유지할 의무를 지지만 산림 전용 무선통신망의 이용 근거는 확인되지 않았다. 또한 계획과 위험지도 등 정적 문서의 제공 근거와 달리 실시간 상황정보 전달체계에 국가유산청을 포함하는 명시적 근거는 확인되지 않았으며, 국가유산은 인명 보호 다음의 보호대상으로 규정되어 있으나 단계별 조치사항에서 이에 대응하는 조치는 확인되지 않았다. 본 연구는 이러한 공백을 재난정보 전달가용성으로 개념화하고, 종단 간 정보전달을 평가하기 위한 여덟 개 항목과 이를 재난대응매뉴얼의 연례점검 및 산불 대응 분석·평가 등 기존 절차에 반영하는 방안을 제안하였다.
