Abstract
This study focuses on the challenges confronting South Korea's traditional industrial landscape heritage, illustrated by the case of Jukbangnyeom Fishing Facility at Jijok Strait in Namhae and suggests environmental planning measures for heritage area. Jukbangnyeom has faced issues like declining catches, impacting fisheries management and heritage sustainability. Declining catches are linked to climate change-induced rising sea temperatures, frequent abnormal weather patterns, pollution, and coastal development. Effective conservation requires holistic environmental planning, encompassing not only heritage zones but also broader strategies like climate adaptation and marine and fisheries plans for the entire surrounding sea. Additionally, appropriate measures to strengthen transmission education and traditional skills are required to address the crisis of intergenerational transmission interruption caused by the absence of successors. Furthermore, ensuring the sustainability of traditional industrial landscape heritage requires close cooperation with local communities, considering the close relationship between heritage and local residents' livelihoods.
본 연구는 남해 지족해협 죽방렴을 사례로 한국의 전통산업경관 유산이 직면한 도전과제를 검토하고 유산지역 환경 계획을 위한 제언을 도출하였다. 남해 지족해협 죽방렴은 예로부터 멸치 어획으로 유명한 전통어업유산이지만, 멸치 어획량의 감소와 그에 따른 어업경영 악화 및 전승인구 부재 문제가 유산의 지속가능성을 위협하고 있다. 특히 멸치 어획량 감소와 관련하여 기후변화에 따른 수온 상승과 이상기후 빈발, 수질오염, 연안개발이 심각한 문제로 대두되고 있다. 죽방렴 유산의 보전을 위해서는 유산지역의 환경 계획 수립에 있어 유산구역뿐 아니라 지족해협 일대를 대상으로 하는 기후변화 적응 계획, 해양·수산 계획 등 관련 부문의 상위계획에 대한 고려가 필요하다. 또한 전승인구 부재로 인한 전승단절 위기 문제와 관련하여 적절한 전승 교육 및 전통기술의 강화 대책이 요구된다. 유산과 지역주민 생활과의 밀접한 연관성을 고려하여 지역사회와의 긴밀한 협력을 통해 전통산업경관 유산의 지속성을 확보해야 할 것이다.
