A Study on the Management and Support System of Non-Classified Cultural Heritages in France

Abstract
The results of examining the characteristics of the management and support system for non-classified cultural heritages, focusing on the case of France, which is an advanced model in the management and support of non-classified cultural heritages, are as follows. In France, the management and support of non-classified cultural heritages is systematically carried out within the institutional system, centered around the Cultural Heritage Foundation, a non-profit foundation. In particular, the Cultural Heritage Foundation has established a governance system in which companies, the central government, and local governments are interconnected, excavation, restoration, and repair of non-classified cultural heritage are being carried out. Financial resources for the repair, restoration, and management of non-classified cultural heritages are raised through corporate mecenat activities, sponsorship, fundraising activities, and stable financial resources are secured through the issuance of cultural heritage lottery tickets.

비지정문화재의 관리와 지원에 있어 선진적 모델이 되고 있는 프랑스의 사례를 중심으로 비지정문화재의 관리 및 지원체계의 특성을 살펴본 결과는 다음과 같다. 프랑스는 비영리재단인 문화유산재단을 중심으로 제도권 내에서 비지정문화재의 관리와 지원이 체계적으로 이루어지고 있다. 특히 문화유산재단은 기업, 중앙정부, 지방자치단체가 상호 연계한 거버넌스 체계를 구축하고, 비지정문화재의 발굴, 복원, 수리가 이루어지고 있다. 비지정문화재의 수리, 복원, 관리를 위한 재원 마련은 기업 메세나 활동, 후원, 모금 활동이 이루어지고, 문화유산복권 로또 발급을 통해 안정적인 재원을 마련하고 있다.
